My understanding is that Carl and DL have equal say as far as any deals/settlement decisions to be made by the PDS Management Committee - which consists of only Carl and DL. Likewise all other decisions under the purview of PDS.

Two more things though:

First, it is my understanding that Carl does not unilaterally make decisions on behalf of PTSC, but that the entire BoD is engaged and participates in all decision-making. Carl simply communicates the agreed position/decision of the entire BoD.

The second I cannot say with absolute certainty, but I strongly suspect that the Bankruptcy Committee charged with TPL oversight also has a say in any such decision-making, since such decisions would have a direct impact. Assuming my suspicion is correct, and that what I've read here on Agora is true in that PTSC is also represented on the Bankruptcy Committee, PTSC may have the opportunity to essentially "vote twice" if there is a conflict between the desires of DL and PTSC.
