I am of the opinion that you may be correct that the money was already commited, however the reason they bite the bullet was because the Price had already drifted lower on the announment and they knew there was no short term catylst that would raise the SP in the coming month. To me that indicates the news they expect to move the SP will be later, maybe not much later, but at least into next year. So they took the the money and ran because they wanted to get started on the purchases they had in mind.
As for sentiment, I agree it is low. But I have seen several comments about expectations for the 28th and questions that people want answered. I just don't want a situation where people are disapointed in what we hear. Better to be surprised to the upside.
