I don't know what rules and regulations apply to raising new money. I know that there are some strict rules that apply to the issuance of stock options.

But I do believe that it is usual to issue new shares at a price lower than the current trading price. The rationale is that it is kind of a sweetner to get the new money in.

I am sure that they will bend the rules as much as possible, and they will avoid breaking them. I am sure that we will hear all types of platitudes about "current market conditions", "new money hard to find", "cash required or dire consequences" to justify their actions
