Most of the really tough work has already been done by The study (by Noront---Semple's work) was completed more than a year ago. The inclusion of the four FN groups signifies that consultation and social contract obligations are agreed to. The $ 393.8K @ split for community studies was a required PR step. I expect the 6pm announcement will include permitting/EA stuff along with Coutts announcing the beginning of the private sector financial contribution. Hope I'm right. Peter
