Am I correct in saying that excess assessment work on any particular claim can be banked and assigned to any other contiguous mining claim to keep it in good standing.

Assigning Credits:

Mining lands can be used to form a contiguous link for assigning assessment credits, subject to beneficial interest, etc.

FROM ONE MULTI-CLAIM LEASE OR PATENT - As stated in the first paragraph of this policy, the number of unpatented mining claims that the lease or patent originally consisted of is irrelevant. The assessment work is eligible to be assigned from the mining land to any unpatented mining claim that is contiguous to that mining land.

So assessment work is not required to be done on this strip of claims for the rail link, to keep them in good standing, as long as they are contiguous to claims where work is being done, and there is an excess of credits to be applied to them.
