You might want to check Don Lindsay's recent letter to shareholders (here: http://www.teck.com/res/tc/documents/_ces_portal_meta/downloads/investors/2014%20annual%20report/teck_2014AnnualReport-letter-from-the-ceo.pdf ) where he says the following:

We will maintain a strong balance sheet and access to a wide range of sources of capital and ensure that we are appropriately positioned and resourced to identify and act on internal and external opportunities to enhance our portfolio — from early stage exploration properties through to producing assets.

We will continue advancing our Quebrada Blanca Phase 2 project while working to achieve significant capital cost reductions and considering opportunities to enhance the value of our projects through partnerships.

Based on the above, TECK partnering with another entity to buy SC and share the CAPEX is right along Don Lindsay's thinking.
