....at this point there is perhaps much ado about nothing. This is from the M D & A of Aug 21, 2015.

Subsequent to the year-end, the Provincial Government and the Federal Government jointly announced funding for a feasibility study to connect the remote First Nations communities to the Company’s proposed East-West Road. The Company supports and plans to work with these First Nations groups on this important initiative.

The study by the 4 FN groups I do not believe is integral to the E-W road needed by Noront. I hope I am not overly optimistic...just the way I see it.
