Okay, so they're going to consider building roads deep into the James Bay Lowlands, all-weather roads capable of handling heavy haul trucks, but not open the roads to commercial traffic?

Is that even legal? A public road is a public road, isn't it? Or is the idea that Noront et al open private roads branching off from the public road?

Going back to an earlier point, though, why did they announce at PDAC, if it wasn't at all about mine development activities?
