The winter roads are not an exclusive service they are available to all First Nations. In fact only the natives can be proponents of winter roads so in that sense they are exclusive to the natives. Proof can come in many different ways such as with a cost benefit analysis for starters. Tourism is already available, a road is not going to increase that. Tourists fly in, they are not going to drive hundreds of kilometers on a gravel road.

I am not prejudice I am a realist who wants to see a sustainable cost effect real solution to the problems that the natives have not some pie in the sky dillusional approach such as we have now. Get real!
