Even if KWG, perhaps with Noront also, does manage to get some chinese company to build a railway to the Ring, that will deliver chromite to market before Noront's nickel ore?
I doubt it.
More so that rail is not as helpfull, to the communities near the Ring whose cooperation is needed, as a road will.

Noront has examined the costs, cooperation and timing of road for nickel vs rail for chromite and reached the most practical conclusion. Good enough for me.
