Moving sp has little to do with actual selling or buying, these are merely reactions in response to events, be they nagative or positive.

Just consider that the E-W road is announced, that it is funded and a GO. Do you not think that there would be a frenzy to get any NOT share under a dollar?

On the flip side, consider that the local natives put up a blockade until their water supplies have been improved, there would be sellers probably well below 20 cents.

While we wait we are too often subject to our emotions instead of what is.
