It is loaded on both sides with the well knowns showing bids around the current ask and all the way down. It appears to be a tactic to pick up shares at the best price at any number of market conditions with the most important point being that they are also willing to pick up shares around present prices. I would say it suggests that they don't know exactly when something special is going to happen but they know it could be closer than we know. I would also imagine that some also have orders in for when X>.59 (pick a price)....buy NOT...or what ever they think might be a break away point for NOT. We wait to see.
