I hold a Moly play with nearly identical numbers (after tax NPV (8%) of $551 million, IRR of 20.6%, CAPEX of $641 million) and its' current MCAP is only ~$70 million (despite being much further advanced than NOT). It's also in Canada (B.C.) so yes, this discrepancy is not a unique phenomenon. However, the Moly play does not have the expansion potential that NOT has.
