Yes but the TSX (Venture) has a lot more flexibility and could act based on the 'appearance' of undue enrichment rather than factual evidence of such. They do have to approve what Noront is planning and could withhold approval if there is any indication of 'funny business'.

Noront has 3 drills turning and all it would take is one to turn up 100 Meters of rich visible nickel to take this deal off the plate. A long shot considering the recent lack of great hits but always possible.

The news release concerning deposits underlying the defined E1 deposit seemed less euphoric than it could have been. A few more holes and assays could present a lot more attractive picture.
