 Should a question be asked in regards to the Singapore Economic Development Board grant?

"The Company is eligible to receive support up to a maximum of S$10,699,000 over five years pursuant to the EDB letter of offer, subject to headcount and expenditure thresholds."

Something along the lines of, "What conditions are required to be met in order to receive the grant and how confident is POET they will be able to attain the targets to exercise most/all of the pledged S$10,699,000?"
