So they need to be consuled and them giving approval for projects that will provide better transportation, communication and significantly improve their lives?
Yes, I do agree that projects that might change their lives for the worse need their approval (we all take chances and must live with consequences), but this should not apply to reverse impact.
Finally even for the worst situations, how can a project that is 50 or more kilometers away affect a community badly?

No project is perfect, proper comparison must be made between positives and negatives. No room for hyperbolae.
