Noront has included an alternative access route (east -west) in their EA, which the company believes is viable based on providing access infrastructure to local communities and having NORONT as the PRIMARY industrial user. The company is working closely with the provincial gov't , federal gov't and local communities to advance the east -west access corridor to the Ring of Fire.
"THE COMPANY'S STRATEGY IN ORDER TO ACHIEVE ITS PLANNED PRODUCTION DATE IS TO CONTINUE NEGOTIATIONS WITH STAKEHOLDERS CONCERNING THE EAST-WEST ACCESS ROAD TO GARNER NECESSARY FINANCIAL AND NON-FINANCIAL SUPPORT.
DO ALL THINGS NECESSARY TO SUBMIT THE EA BY THE FALL OF 2013 AND OBTAIN ALL REQUIRED MINING PERMITS;
AND
ENTER INTO FORMAL PARTNERSHIP AGREEMENTS AND FINANCING ARRANGEMENTS IN ADVANCE OF INFRASTRUCTURE COMMITMENTS FROM GOVERNMENT IN ORDER TO ALLOW PROJECT DEVELPMENT TO PROCEED"

I do not know if this statement made by Noront still holds true. Three years have passed since this appeared in the MD&A and who knows what has been discussed between Noront and Gov'ts since then.
If it does still hold true ..there could be some shares priced at a certain value included in this partnership agreement and could be one reason why the stock was allowed to go up recently but not beyond a certain point.
If there is to be a partnership announcement ...it could be a boost to price if this partner is a juicy one....like X2 for instance.
The mines and money show at the Ritz Carleton Toronto is only 6 wks away...and we already know Noront is there talking about turnarounds?

I find this panel discussion interesting: how do you discuss essential steps for a successful turnaround if you haven't had one....yet?
I suppose successful turnarounds can happen before Sept. 27 so you have something to discuss. It's difficult to talk about a successful turnaround and to offer the "essential steps" ..advice when your share price is sitting at 30 cents
