In my community when a park or stream etc. is soiled with litter or what not the community volunteer groups get to gether and organize a clean up. Seems how the high majority up there are unemployed maybe the chief could organize a clean up commitee and decluter their landfill, show some initiative instead of whinning. If they actually started some program like this the Gov. would be forced into helping them with the project. I for one am sick and tired of hearing about the endless woe is me syndrom of most FN groups....Get off your butts!!
