So what is different today from last week to account for our sp rise now?

And the key statement there imho is:
"Gravelle also informed the federal representatives that the province intended to seek funding contributions through the Building Canada Fund’s national infrastructure component."

That means folks, that what ever fur aws flying between the two governments, it appears that most of that has subsided and the province will comply with federal 's wish to use the Building Canada Fund.

With the confrontation apparently diffused and a possibility of cooperation surfacing, Well so have some investors come out of the woods and accumulating our shares.
