That may work. Maybe they don't want jobs. Maybe they want 1 million dollars for each person within 500 km wether or not they ever been on the land or out of Martens falls or Webequie more than 50km. The rights they claim to have and the rights they have are 2 different things so putting any value on what the ownership therfore the compensation or the involvment in the decisions is the unknown. Can't be done and therein lies our only problem.
