Good point Rundle. Perhaps Xstrata is hoping for help from the governments and concessions from miners in the form of wages cuts. Always bargaining chips at play.

Operating costs in north America just may be the cause for them being aloof regarding the Ring. Could also be a reason for Cliffs making low ball offers.
