If this is the plan then it makes sense to have a PP at this price. Apparently we cannot use the funds raised from this present PP for cosolidation, but I believe the funds already in the bank can be used for this purpose. As I stated before. if this is the plan then they would not want to come out and alert the potential takeover targets as to thier stratigy, hence the lack of transparency you speak of. Hope you are right, makes sense.
