Once upon a time, long long ago I was a Bank Manager and while it will take paperwork involved Noront could borrow the costs of infrastructure against mineral resource assets. Oddly enough Nemis hired exactly the kind of people necessary to prepare and follow thru that kind of project financing.

Still in my opinion a major will be stepping up to the plate to buy in long before this would be required.

First off the mark is likely to be Mine at Windfall and it will be interesting to see just how fast this will be in operation. Even more interesting will be to see how much cash they can generate monthly from it.
