Who do you think is paying for the rail costing. The Chinese of course. To cost it they have to be finished the engineering study. You have to have a "material list" before you can cost any project. It's not in Frank's best interest to announce before the 300 to 1 vote. Nobody costs a project without knowing what material you need.
