No, not necessarily, and probably even unlikely. Any settlement would involve a withdrawal of all pending motions, and in federal court, there are rarely any court costs.

Having said this, the amount of the settlement is likely to have been relatively small. Not that many of the other recent settlements have been the opposite, but with the Kessler ruling still to come, there is added incentive for the defendants to use the "soon to come" aspect of that factor in negotiations.
