Are you suggesting that if an infringing company offers a "reasonable" royalty, then the USITC will not ban an infringer's imports? Is that the way it works?

Exactly when and where does such a document, as you described, come into play? It sounds like something that would be used in arbitration to argue the infringer's side. No valid conter arguments exist?
