This could be as simple as not realizing that the Patent Office closes
at Five PM East coast time..

Whomever is responsible for sending it in,may NOT have finished his GOLF outing until late in the day West coast time.

As a result,it was NOT officially received until the next day,making it
late,and triggering the symbol change.

Perhaps there is some doubt as to whether the OFFICIAL DEADLINE is from
the TIME at the location from which it was submitted rather than received..
And So it was close enough to let us squeak past the GATE keeper.

Just a thought..
