IMO It needs their expertise when it is set to the physical silicon, the substratum as you say, on which it resides because the technology allows naturally occurring defects which are introduced in the semiconductor fabrication process. . . and look at the many complex ways there are out there to just find and delimite the defects; plus they do it initially at the fab plat to structure around them - this would be the opportune time to set up the signiture IMO.
I hope they can produce code via MOS that can dig-down and denote the signatures, but something tells me it's much deeper than that... Maybe just maybe they'll produce a algorithmic flowchart to show potential licencees, but doubt they'll actually fingerprint an IC.
