Predictability is safe when you know that you can still pick up deposits worth a fortune for pennies on the dollar.

Perhaps their strategy is "let's make it look like we're a bunch of tight-fisted suits and fight for every last penny, but really, we can sit back and laugh privately because we're still getting it for a fraction of what it's worth."
