I don't think Peter was being dishonest at all. I think he believed everything he said, but just wasn't as well equipped as the new crew to estimate all factors and options. They have since changed course (we assume for the better) and he knew this, making the right decision to bring them in and step (somewhat) aside. Much respect for him in that regard.
