Can they buy just Eagles Nest by March 2017 and then negociate later for the rest ?

Does this money can be used to secure his participation on the project ? or must be used entirely in one shoot deal?

Isn't too early in the process to talk about a final deal when First Nation hasn't done their own talk with their community ...
