You seem to be forgetting that China has a representative on the board of Noront, the second largest steel producer in the world! Baosteel. Why should Noront spend the little money thay have to go to China when China is sitting on their board? The only reason KWG goes begging to China is because they have no one from China on their board and no one from China interested in buying into them. The only thing the Chinese want from KWG is an opportunity to make some money building a railroad.
