There will be a road. It is needed to bring mine building material as well as sevice native needs. A rail is necessary as it means all mines will be more competative as well as profitable. One year to build the road, three years to build a rail. Both are needed and will be built. The road will be built first to service the mine building and if the rail is a little late then instead of huge cost for ore trucks Noront will simply mine and store ore untill the rail is finished, then shipping and inhansing profits.
