It's relatively uncommon to find the situation, but this is a Multilateral Instrument, rather than the much more common National Instrument. What that means is that not all of the securities regulators adopted the 11-102 passport system. The jurisdictions which did adopt it are: British Columbia, Alberta, Saskatchewan, Manitoba, Ontario, Québec, New Brunswick and Nova Scotia. The first filing to SEDAR on May 13 was the required notice that the prospectus offerings would also be available to investors in the other jurisdictions. The May 14 filing confirms that the filings were accepted by the OSC.

The non-signatory jurisdictions might still (technically) contest the filing of the prospectus in their jurisdicitions, but I've never heard of that happening.
