FN is a federal responsibility. The overlap with the province happens in that several services are provide for by the province but paid for by by the Feds. Then there is the issue of Ontario Crown Lands that are being included in the discussion as 'tradtional lands'. Everyone shovels their problems off to the next guy and nothing gets done.
