One cannot determine for certain what the speaker of these words meant. If I was to mutter these words it might be to express that I wanted to live without undue goverment regulation/interference. Others might utter these words to exclaim no interference whatsover.... In the context of who the speaker was/it these words may have been meant to express the freedom to preserve their cultures, identities, customs, traditions and languages.

In my mind the the first part of that sentence ( "nothing but the best ") could be construed as being the more offputting part of that sentence, as it could imply that one is entitled to treatment/conditions that are superior to the average individual. It is possibly that the speaker meant to express that they were seeking benefits/services/standards equal/equivalent to those received by other Ontarians for example.
