right on

a chief is someone who is responsible for his group. he has been elected by them to guide them. he has to take full responsibility for their welfare.

as you stated, he has had 2 years to look over and digest the plan. it was his responsilbility to understand the ramifications.

mr. moonias appears, at least from the report, to have misunderstood his obligation to his people.

another fn chief recently stated he wanted the best for his people, young and old. he wanted them to have the amenities that others in canada have. and he was willing to get the jobs going to give his people that opportunity. he has understood the importance of getting into the 21st century. he did not want his people to be only trappers and fishermen.

it would appear that mr. moonias wants his people to stay in the 17th century. he has made quite an uninformed choice for them
