Yeah, what fun, let's play geeky games. Really, does it matter if a particular item isn't voted top of the list? This is some govt pulse-taking thing, looking for what "the public" sees as important. If any item gets respectable support, they will pay attention. If something gets 200 upvotes and 201 downvotes, that means 401 voters have that particular thing on their radar. Something voters pay attention to is something politicians must pay attention to also.

Even if "cycle Lanes" ends up top of the list, with (say) 100 upvotes & 25 downvotes, that doesn't mean only "cycle lanes" will be implemented, it means it has support from some voters. More voters (using the hypothetical numbers I give as examples) backed the ROF initiative, and also more opposed that, which might mean it is a hot-button potential election issue.
