The economic aspects of papermills being constructed are significant where ever it happens (Yes,areas where black spruce trees grow would be the best), just as mining activity is . I guess anyone who can drill holes can find minerals (simplistic view). Siberia (similar climate) to northern Ontario may or may not be friendly but they were friendly enough to employ western companies in the 90s.
