This way kwg can effectively try to stop cliffs right of way in the MINING COMMISHONER'S COURT by saying they need the land for minning and not for cliffs road that may impede the minnig activities of agregate or planning the railroad or future minnig activities along kwg corridor. Good move by Frank and KWG.
