Federal and provincial governments will insist on a major part of the chromite from the Ring to be processed locally. They may even say that ALL of it has to be processed within Canada, but they will not interfere with who owns the resource and mines it and who is bought out in the process.

Cliffs recent 2012 Analyst and Investor Day, on July 31, 2012, explained that 1,220 KTPA concentrate will go to the Caperol smelter, and 47.4% or 1,100 KTPA of semi-processed chromite concentrate will go to China's ferrochrome smelters.

Months ago; "While Cliffs and the province have an agreement-in-principle, Bartolucci said discussions about a number of issues are ongoing, including whether the company will receive a rebate on power, and whether they will ship some of the chromite out of the country for processing, a move that would require the company to secure a domestic processing exemption from the province."

It's a done deal, just not announced.
