The air strip permit should be only held up if there is something improper about it's construction, I mean safety wise and not political correctness.
Could it be that some bureucrat had his hair ruffled thus holding back?

It was actually the Ministry of Natural Resources that was upset. They need to approve something like that that involves cutting trees and bulldozing eskers and proximity to watersheds and such.
