Good Point Goldy, perhaps part of the explanation is that someone taking NOT on at $10 per share say will have a front end cost pushing $2 Billion before spending on development and capex. Add the time factor, etc, and we're looking at some big hurdles. Lets think it should happen, but will take some time and resource certainty.
