Hi Rico,

Even if a new industrial user comes in later, they will be required by the government ministry in charge of the road to sign into the joint use agreement before being allowed to haul resources over the road. So basically, you pay now or you pay later when it comes to this. The general public are the ones who get free access.

And yes, they will come to an agreement together. I have seen it happen many times. As I mentioned, it is actually fairly simple to track use of the road because every load of ore must cross a truck scale at some point. The fighting that you see between and among companies is only for things like control (like what you have just seen with Cliffs et.al.). Once they are all operating, they work together quite well, out of necessity, to the benefit of getting out their resources as cheaply as possible.
