Roads are public (with very limited exceptions). The Crown approves the route, grants easements across any lands crossed over, and anyone can use them once built. No mineral claim can be landlocked by any action of adjoining claim owners. There are certain restrictions granted with respect to active mine sites and such, for proprietary and safety reasons, but nothing like that yet applies up there.
