Until the formal proposals of the Offer are drawn up and mailed to shareholders, the clock has not started ticking. In fact, there is no Offer yet submitted. Noront has reported that they "intend to make an Offer", and Freewest has reported that they will "consider the unsolicited Offer when it is formally made". At the moment, everybody is all excited over what is really nothing more than politics.
