Exactly. Being a hub leader isn't a license to misbehave. There is a complete "paper trail" of all decisions, accessible to other hub leaders and Agoracom admin. If a person abuses the privileges, they'll lose them straight away.

The real need for a number of hub leaders arises from the need to have someone quickly available to remove posts from bashers, and those containing personal attacks. Those tend to come from the mail room. The quicker they disappear, the better. Flagged posts are quite obvious to hub leaders, as we can see the flag in the subject line of the post. So it will still be very important that people flag posts as soon as they can. Then a hub leader can do a mop up.
