whoever owns/owned the shares on Sept. 22 can vote them, I am not sure how that works relative to share purchased on the 22nd with the settlement date being the 25. Anyone know?

a person could have sold their share after Sept 22 and they will still receive a package with a proxy code,

I have had that experience with stocks we have sold in the past to buy NOT
