Just like a land owner that had a section of land 640 acres and could sell it all at 100 per acre of subdivide it to acerage lots of 5 acre parcels with services. Value added prospects. It is what Canadians are poor at selling off their resources without adding value and exploratiion and development as well as refining are value added.

As an example if NOT had an agreement in place with the Gover of ON then the resource is worth more. Etc
