During a meeting with Rob Dowler, head of the Development Corporation of Ontario and his subordinates, the lead engineer( vice chairman of F.S.D.I. who has standing room status in the Chinese Central Government) told all present that the engineering study would be complete in 4 months. He produced an acordian paper with the whole route on it done by satalite with elevations. He said the engineers needed to see personally some gps corordinates marked on the route paper to complete the study. After this sunk in to how fast this study will be finished the same lead engineer said that after the 4 months to complete the study that 60 days later the People's Bank of China would announce complete funding for the railroad construction . The clock is now ticking for wynn and the feds to step up or lose this 2 billion oportunity. The chinese want the chromite so expect some kind of off take agreement or partnership with kwg. Why kwg? Probably because they not only have chromite but also have a patent that each year can save the hydro costs equivalent to the hydro used by the country of Italy in a year every year. Kwg also has progressed the engineering of the n/s rail previously. Also if the chinese partner or have an off take with kwg then they will have consolidated most of the chromite in the ring as Baeosteel (another chinese company) has first rite of refusal with Noront on thier chromite. To make this work the native agreements must move forward fast before the oportunity is gone. Maybe that is why Bob Ray is back in the news. ( He is the negotiator hired by the natives to bargain with the governments). Lets see if Wynn can start to move to - get it right - or lose everything. The clock is now ticking.
